What is the project about?
As a part of the EU Sector Budget Support Programme, the PFM-SBS project has the overall objective of strengthening the capacity of public administration institutional and human resources to enhance efficiency, accountability and transparency and to facilitate efficient service delivery. The project itself aims to improve public finance management as a segment of public administration reform.
Why do we need this project?
Since public finances are an integral and extremely important part of the state administration, from whose successful management other segments of the economy depend on, the project will assist in improving the management, monitoring and reporting of the public finance management reforms implementation.
The direct beneficiary of the project is the Ministry of Finance of the Republic of Serbia, including individual departments and administrations operating within the Ministry, namely: Budget Sector, Public Debt Administration, Treasury Administration, Customs Administration and Tax Administration.
Project goals
Upon the completion of the project, citizens of the Republic of Serbia will have a public administration that will be able to meet their requests faster, simpler and more efficiently than it was possible at the beginning of the reform. Owing to this technical assistance, public debt management should become easier and less vulnerable to risks it is confronted with currently. Tax collection will become more effective and information available to the Tax Administration will become more accurate and less outdated. Major infrastructure projects will obtain a new methodology for designing feasibility studies and monitoring of project planning. The Customs Administration capacities will be enhanced by providing assistance for the modernisation of a customs laboratory and the introduction and implementation of new regulations that will enable modern functioning of this institution that should be aligned with EU regulations.
As a result of recommendations, training and workshops that will be implemented during the project, the citizens of Serbia will be one step closer to improved and more transparent public finance management.
